Litter Quantity
Litter Quantity, more commonly known as LQ, is a stat that determines how many pups the waja will have per litter. LQ is located on a wajas page in the same area as the other breeding stats, MG, MU, and IN%.
The minimum number of pups which can be born from a single breeding is 1, and the maximum is 4. LQ works in stages according to this chart:

As you can see, even with an LQ of 100 you are not guaranteed to get the maximum number of possible pups. Even pairs where both parents have 100LQ will not always have litters of 4 pups. When you breed two wajas that have different LQ values (such as one with 100LQ to one with 0 LQ), the game will take both into account when determining the number of pups to produce.
LQ, like all stats, is inherited by the waja's pups. If the mother has the higher LQ stat, the pups will get an LQ that is averaged between the LQ of both parents. If the father has the higher LQ, the pups will get the LQ of the mother.
Increasing LQ
You can raise the LQ of a Waja 1 to 3 points at a time by feeding it Normal Pears. You can also raise it by 1 point at a time by feeding the waja Yellow Candy. There is currently no way to lower a waja's LQ.
Tips
Most players give their customs an LQ of 100 for looks and so that the pups will inherit the high stat (though it is only really necessary to get the LQ to 90 in order to get the 90-100 range benefits). However, the LQ you give your waja depends mostly on how many pups you personally want per litter. The only real benefit of more pups per litter is to save time by not having to do repeated breedings for multiple pups. The cost saved on love pears is marginal at best, and would only come up if you breed the waja a very large number of times.
Note that if you plan to breed a waja only once or twice, or if you're patient and can wait for multiple breedings, it's likely more cost effective to leave the LQ low. Normal Pears tend to be rather expensive and hard to come by in the pear shop due to the large demand.
