Though the item icon makes it look like an accessory, this item is actually a wallpaper. It was given out as part of the "Waluigi" April Fools prank. The original news post read:
"Greetings my new Waja Minions! Tis I, Waluigi and finally, I have taken control of this site. King Boo will deliver a Trance Necklace to all active minions and you WILL be required to put these necklaces to good use. If you do not, you will be thrown into a pit of flesh eating, poisonous piranha plants. Consider yourself warned. "
